The study focused on identifying factors, evaluating them and establishing improvement strategies to enhance water supply construction performance. To this end, the researchers conducted a survey of 48 water supply construction projects to identify the factors influencing performance, assess their impact, and devise strategies for improvement. Regression analysis and an integrated plan incorporating actual time and cost performance measurements were developed and tested using performance indicators such as time, cost, quality, and client satisfaction. Finally, the performance improvement strategy aims to improve its performance through the design of lean management tools and techniques applicable to construction. The results of the regression analysis indicate leadership, safety and health, labor and materials, and external environment had a significant effect at the 1% level (99.99%). Additionally, project procedures, quality defects, customer interactions, and client feedback had a significant effect at the 5% level (95%). Furthermore, contractor involvement, consultant engagement, and cost overruns had a highly significant effect at the 10 % probability level (90%). The paper concludes that improving construction performance requires accurate measurements that reflect current trends and the application of lean construction management tools (PDCA). It is also crucial to automate contract communication, utilize project management software, implement the Gemba checklist, employ value stream mapping, adopt innovative construction materials and equipment to achieve effective performance.
